The federal government operates many radio systems for all sorts of agencies from the very visible National Weather Radio (NWR) service from NOAA to the FBI, DEA, ATF, military and Veteran's Administration hospitals.
Prior to 1981 the NTIA (think of them as the federal government's FCC) database was public and available on microfiche. In 1981, President Ronald Reagan made this database CLASSIFIED and it continues to this day in that status.
The NTIA has put forth a plan to move ALL federal radio systems to APCO P25 digital audio. Encryption is up to the user, but is available in the P25 standard. Most agencies like FBI, DEA, ATF, etc. are already P25 digital, encrypted, and/or using Nextel iDEN. (The feds are the BIGGEST USER of the "Nexthell" iDEN network by a wide margin!)
